The duty of overseeing and defending the village falls to the Hokage, the most accomplished Shinobi in all of Konoha (the Hidden Leaf Village). His intelligence is often underestimated by the fanbase, and it is precisely what is required in addition to fighting prowess to govern the village as a Hokage. It is evidence that Shikamaru served as a commander in battle before becoming became a Hokage adviser. Despite having a lower total strength, he nevertheless stands out for his intelligence and is now rated last.

7. The Sixth Hokage, Kakashi Hatake

Here, let's be sincere! In many ways, the characters below clearly surpass Kakashi. Choosing between Tsunade and Kakashi was the most difficult decision I had to make since they were both exceptional ninjas in their own way. However, Lady Tsunade has a little advantage over him. As one of the strongest Hokage we have ever seen in the series, Hiruzen was a pillar of strength for the Konoha.

4. The Second Hokage, Tobirama Senju

In the Naruto series, Tobirama Senju succeeded his brother Hashirama as Hokage. He was the Hidden Leaf Village's second Hokage. Tobirama was seen as one of the best Hokage ever, and his strength and morality made him no less than his brother. It was Tobirama who made all the political infrastructure in Konoha functional. It is entirely his fault that the Hidden Leaf developed into a civilized and well-respected community, building upon the foundation laid by his brother.Let's explore his abilities in more detail now that we've covered his Hokage accomplishments.
