Unbegun, Unbending Story Quest Does Not Appear or Does Not Function
If you are not seeing the Unbegun, Unbending tale quest, it is most likely because you do not meet the conditions. As a minimum, ensure that you are Adventure Rank 35 and above.
Proceed to the Knights of the Favonius Headquarters and enter the Library if your Adventure Rank is higher than 35. See if you can manually start the quest at this point. Attempt completing the Archon missions if you are still unable to advance the task.
While completing the Archon objectives is not necessary, doing so can cause the bug to be reversed and resolve the problem for you.
