We now know that Homelander has had enough of being a superstar and has gathered all the bad boys, including Sam and Cate Dunlap from Generation V. Homelander informs them that instead of acting as beloved celebrities, they will become "wrathful Gods." Episode 6 of Season 4 of The Boys features A-Train letting Mother's Milk understand Homelander's goal to amass a superhuman army. In case you're unaware, internment camps are just another term for concentration camps, which are already a sordid chapter in human history.

I think Homelander is going to construct these camps in order to ensnare Supes who refuse to follow him and those who do not want to be a part of his scheme. The issue now is how he'll be able to pull this off. The 25th Amendment Act and Victoria Neuman have the solution to it.

Now, if you're wondering how Homelander is going to become an all-powerful tyrant, Victoria Neuman has the answer. Homelander discusses using the 25th Amendment Act with the party leaders during Tek Knight's party in The Boys Season 4 Episode 6.

The United States Constitution states that the Vice President may declare in writing that the President is incapable of carrying out his responsibilities if a majority of the main executives of the executive departments or another body designated by law sign it. This authority comes from the 25th Amendment.

It is known that Victoria Neuman is the vice president-elect, and she will succeed Robert Singer as vice president. With a Supe in total control, Homelander will be free to do whatever he pleases. Homelander intends to use this amendment act to remove Singer and replace him with Victoria Neuman.

It's unclear at this point if this will occur in The Boys Season 4 or whether it will continue into Season 5. Let's wait and watch whether Homelander's nasty plot comes to pass or if Butcher and The Boys manage to stop him.
